Purpose of Position:
This position, under the general direction of the Assistant Village Manager, is responsible for, directs, and administers a variety of human resources programs with a high degree of confidentiality including open enrollment, employee benefits, recruitment, selection and retention, salary administration, hours review and processing, workers’ compensation, risk management and related projects. Serves as an advisor to department directors and employees regarding benefits and human resource matters.
Essential Duties and Responsibilities:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Administers the employee insurance programs, open enrollment and processes changes, assists employees with benefit related questions, problems and claims.
Interprets personnel policies and procedures to Department Directors, employees and the general public. Serves as a consultant and witness to department managers in investigating and reviewing disciplinary actions and employee grievances.
Ensures compliance with Village policies, as well as federal and state employment laws including, but not limited to, the Fair Labor Standards Act (29 U.S.C. § 201 et seq.; 29 C.F.R. Part 541), the Equal Employment Opportunity laws enforced by the EEOC (Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e; the Age Discrimination in Employment Act, 29 U.S.C. § 621; and the Americans with Disabilities Act, 42 U.S.C. § 12101 et seq.), the Family and Medical Leave Act (29 U.S.C. § 2601 et seq.; 29 C.F.R. Part 825), and related Illinois statutes including the Illinois Human Rights Act (775 ILCS 5/1-101 et seq.), the Illinois Workers’ Compensation Act (820 ILCS 305/1 et seq.), and the Illinois Minimum Wage Law (820 ILCS 105/1 et seq.). Keeps up to date with changes impacting compliance with employment laws and regulations impacting the Village.
Reviews, processes and tracks status of risk management activities including workers’ compensation, property damage and personal injury claims. Serves as Village Delegate/Alternate to the Village’s insurance and risk management provider(s). Manages workers compensation and modified duty programs with provider, department heads, and case manager to ensure timely return to work.
Provides information of a confidential nature to appropriate persons/agencies regarding personnel matters, policies and records. Verifies employment. Transmits information regarding pre-employment physicals, workers’ compensation injuries, disciplinary procedures, and random drug & alcohol testing.
Provides employee counseling to resolve employee problems, complaints and grievances: answers policy and procedure questions, coordinates employee programs, and conducts and/or assists with employee investigations.
Oversees and coordinates the investigation of personnel related charges and coordinates resolution with notable exception for high profile and possible criminal matters.
Researches, compiles, files reports and documents, including annual ACA compliance reporting, biannual EEO4 reports, annual OSHA reports, salary surveys, unemployment report filing, and benefit related disclosures.
Be able to work independent of direct supervision.

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

Knowledge of generally accepted Human Resources practices and procedures in accordance with federal and state laws and other guidelines.

Knowledgeable of computer hardware and software including networked files, word processing, spreadsheet, and database applications. Additionally, having the ability to learn and navigate within MUNIS or similar software.
Ability to establish and maintain effective working relationships with a diverse group of individuals and staff throughout the Village and outside of the organization.
Ability to work independently without close supervision and work in a collaborative manner to accomplish the mission of the department.
Ability to read, understand and interpret manuals, laws, ordinances, policies and procedures, statutes, rules, regulations, journals, newspapers, memos, letters, reports, guidelines, personnel rules, union contracts, work rules, and similar documents, including requests for service, applications, resumes, bills, federal and state laws, local ordinances, reports, budgets.
High level of skills using written communicate skills using proper grammatical form.
Proficient when communicating verbally in group and individual settings.
Ability to prioritize projects, plan, and accomplish goals.
Complete all tasks in compliance with Village policies, safety rules and employee manual.
Regular, predictable and punctual attendance.

Works under the general supervision of the Assistant Village Manager.

Minimum Education, Training and Experience Required to Perform Essential Job Functions:
Graduation from a college or university with a bachelor’s degree in human resources, business administration, or related field. Professional certifications such as SHRM-CP, SHRM-SCP, PHR, or SPHR are preferred. Experience with Tyler Munis is preferred. Three to five years of progressively responsible human resource experience with significant public contact. Proficiency in word processing, spreadsheet development and simple database development. Excellent oral and written communications skills, confidentiality and discretionary judgment essential.
Demonstrated knowledge of labor and employment law pertaining to employer-employee relations, negotiation techniques, and current trends in labor/employee relations including relevant court decisions and legislations.
Demonstrated knowledge of federal and state employment law and equal employment guidelines and policies including the principles and practices of staffing administration including methods and techniques used in recruitment and selection, classification and compensation, and training.
Demonstrated knowledge of and ability to develop, implement, administer, evaluate, and/or modify comprehensive and integrated general human resources programs designed to attain organizational goals and objectives.
Demonstrated ability to meet deadlines, define, measure, and evaluate results.
Demonstrated knowledge of research methods and report preparation.
Ability to provide workable solutions to human resource issues and build consensus.
Ability to effectively work with others to encourage individual participation and creativity while providing support to individuals and groups during decision-making processes.
Ability to effectively manage conflict.
Ability to establish and maintain effective working relationships with employees, supervisor, department heads, Village Manager, and the public.

Ability to utilize a variety of advisory data and information such as invoices, billing statements, advertisements, time/material reports, salary schedules, personnel policies, budget, computer software operating manuals, village code, statutes, procedures, guidelines and non-routine correspondence.
Ability to communicate orally and in writing with department personnel, the general public, consultants, contractors, vendor representatives and other Village employees.
Mathematical Ability:
Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.
Judgment and Situational Reasoning Ability:
Ability to use functional reasoning and apply rational judgment in performing diversified work activities.
Ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable criteria.

Ability to operate a variety of office equipment including computer terminal, typewriter, telephone, fax machine, calculator/adding machine and photocopier.
Ability to coordinate eyes, hands, feet and limbs in performing movements requiring skill and training, such as data entry.
Ability to exert light physical effort in sedentary to light work, but which may involve some kneeling, stooping, crouching, lifting, carrying, pushing and pulling.
Ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks. Ability to sustain prolonged visual concentration.
Environmental Adaptability:
Ability to work under often safe and comfortable conditions where exposure to environmental factors such as repetitive computer keyboard use and irate individuals poses a very limited risk of injury.

Requirements
The Village of Oak Brook is seeking qualified and experienced professionals for the position of Human Resources Manager. This position plays a key leadership role in developing, implementing, and administering the Village’s Human Resources programs, policies, and services and works under the supervision of the Assistant Village Manager. The ideal candidate will possess exceptional interpersonal skills and experience across HR disciplines, including recruitment, employee relations, benefits administration, compensation, and compliance.
Essential Duties and Responsibilities
Oversee all human resources functions for Village departments, including recruitment, hiring, classification, and compensation.
Administer and maintain employee benefits programs, including health insurance, retirement, and wellness initiatives.
Advise department heads on employee relations, labor and employment matters, and policy interpretation.
Ensure compliance and reporting with local, state, and federal employment laws and regulations.
Manage the performance evaluation process and coordinate employee training and development initiatives.
Review and update personnel policies and procedures as needed.
Serve as a trusted resource for employees and leadership regarding workplace policies and culture.
Minimum Qualifications
Bachelor’s degree in Human Resources, Public Administration, or a related field (master’s degree preferred).
Three (3) years of progressively responsible experience in human resources management, preferably in a public sector or municipal setting.
Comprehensive knowledge of modern HR practices, employment law, and compensation systems.
Excellent communication, analytical, and decision-making skills.
Compensation and Benefits
This is a full-time, exempt position with a salary range of $90,556.34 – $123,058.46, with an anticipated starting salary of $110,000.00, commensurate with experience and qualifications. The position is benefits and pension eligible through the Illinois Municipal Retirement Fund pension plan (IMRF).
