Overview
The Office of Research Compliance, Integrity, and Safety ( ORCIS ) is a professional unit in the Division of Research and Innovation Partnerships. ORCIS is responsible for ensuring that research complies with federal and state regulations, is performed in an ethical manner, and adheres to a standard of safety. The office represents the university to external compliance offices including the Office of Human Research Protections, the Office of Laboratory Animal Welfare, the Office of Research Integrity, the United States Drug Administration, and other federal offices as needed. The office also works with the Illinois Environmental Protection Agency, Illinois Emergency Management Agency, and Illinois Occupational Safety and Health Administration. ORCIS works to ensure that NIU is complaint with all standards and regulations by strengthening the research infrastructure and supporting investigators in their research, scholarship and creative endeavors.
Position Summary
This position is not eligible for H-1B visa sponsorship.
This position will be responsible for export control regulations, including drafting policies and procedures, providing trainings, monitoring disclosures, screening individuals and corporations, maintaining the e2open database, and reviewing international travel for export control purposes.
This position will also assist the Research Compliance Specialist with Institutional Review Board ( IRB ) administration, which provides oversight of research involving human subjects. They will work with the Laboratory Safety Specialist on the Institutional Animal Care and Use Committee ( IACUC ) and Institutional Biosafety Committee ( IBC ) and Laboratory Safety Committee ( LSC ) when needed. They will assist the Director in reviewing and maintaining conflict of interest disclosures as well as assist with creating and implementing research security requirements.
Essential Duties and Responsibilities
Export Control Programs - 20%
- Handles export control related research requirements including the following:- Screenings;
- Maintaining the e2open database;
- Reviewing foreign travel disclosures;
- Providing training on export controls;
- Creating/implementing export control policies and procedures as needed.
 
ORCIS Staff Support - 20%
- Works with the Research Compliance Specialist to maintain intricate dialogs with faculty, student researchers and committee members.
- Provides consultation services and acts as liaison to faculty, staff, students, and affiliate investigators and research staff on the application and implementation of the federal regulations, state laws, and university policies for human or animal subjects' research.
- Supports the Coordinator with the initial reviews of protocol applications for completeness.
Process Continuations Protocols - 10%
- Processes continuations of protocols for IRB , IBC and IACUC , routing to reviewers as necessary.
- Processes continuation approvals and final reports in InfoEd and sends approval letters to PIs.
Record Keeping - 10%
- Ensures completion and record keeping of educational training and workshops for investigators, research personnel, and others to promote institutional compliance with research regulations in Collaborative Institutional Training Initiative ( CITI ) or other programs as required.
Research Security Program Management - 10%
- Assists with implementing and monitoring the Research Security program, including drafting policies and procedures, reviewing disclosures, and performing quality assurance for compliance on federally funded projects.
Scheduling - 10%
- Schedules and attends Laboratory Safety Committee, IRB , IBC , and IACUC meetings and assists with preparing meeting agendas and recording minutes.
- Schedules protocols categorized as Full Board to be reviewed at the IRB , IBC , and IACUC meetings.
Communications - 5%
- Monitors and reviews the shared mailbox for the office, including notifying staff of time-sensitive requests.
Other Related Duties - 5%
- Performs other related duties as assigned.
Minimum Required Qualifications (Civil Service)

- Bachelor's degree.
- A total of one (1) year (12 months) in education, training and/or work experience in the area of specialization inherent to the position.
- Based on position requirements, additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.
Note: Master's Degree in an area consistent with the duties of the position may be substituted for one (1) year of work experience.

Specialty Factors (Civil Service)
- Bachelor's degree
- One (1) year experience working with people across broad disciplines.
- One (1) year experience working in research administration or research compliance.
- Knowledge of regulations governing research.

- Experience working in research administration in a higher education setting.
