Position Information

Bachelor's degree in a related field or equivalent and 2 years of professional experience
Preferred Qualifications
- At least 2 years in HR operations, including the familiarity with onboarding and compliance requirements
- Familiarity with HR policies
- Demonstrated Problem-solving ability
- Ability to provide unbiased guidance and resolutions for various situations
- Demonstrated ability to manage multiple assignments, audits and incoming assignments simultaneously
The UHR Employment & Compliance Specialistis an advanced level of a human resources professional. This role is a consultative and investigative position responsible for delivering vHR services across the university's campus community. This role helps create and sustain key systems and maintain campus partnerships to ensure policy compliance and process optimization is met across identified employment groups. The role regularly interfaces widely with leadership, campus partners, and external vendors to ensure operational execution of UHR's policies and best practices.

Onboarding Operations
Lead and maintain onboarding tools and coordinate documentation and compliance including, but not limited to:
- Dual Appointments
- Out of state employment agreements
- Alternative work arrangement agreements
- HCM Visa and FICA updates
- Responsible for partnering with officers and vendors to manage employment decisions required for compliance, up to and including Form I-9 completion records.
- Secure and process legal name changes and corrections via UHR systems and HCM records
- Act as a liaison for Payroll, Office of Global Engagement, and internal and external stakeholders. Includes support work as it pertains to out of state employment institutional needs.
- Develop and enforce HR practices for employees working internationally and coordinate with vendors as appropriate
- Resolve any USCIS issues (e.g., DHS, SSN conflicts, TNCs, work authorization)
- Monitor elevated system access and liaise with onboarding vendors for timely resolutions
- Advise and counsel campus including leadership on campus wide decisions and impact.
- Serve as a trusted subject matter expert

Compliance & Communications
Ensure consistent application of HR policies and legal compliance
- Analyze contextual information for conclusive evaluations and decision making
- Manage documentation retention and Social Security Administration updates across platforms
- Manages and executes onboarding records and compliance records and for reporting needs and for auditing purposes.
- Serve as a campus expert for Form I-9 compliance and reporting and dual appointment requirements
- Escalate critical issues to the Director and respond to inquiries related to HR policies and procedures in a timely manner.
- Exercises skills in cultural sensitivity, organizational insight, and improving processes to appropriately pace the execution of change management.
Consultative
Provide consulting services to campus partners regarding compliance with USG and UGA policies and procedures as well as compliance with federal and state employment laws including but not limited to: ACA, FLSA, Form I-9 regulations, E-Verify adherence, Dual Appointments, etc.
- Create an environment of positive relations, maintains confidentiality, establishes trust and credibility, seen by employees as approachable and fair, balances business needs with employee needs, spends significant time interfacing directly with employees/campus community.
- Support and properly apply institutional, system level, state and federal policies and practices.
Strategic HR Support
Consult with campus stakeholders to align UHR programs with business goals
- Lead change management efforts and contribute to organizational development initiatives
- Provide detailed analyses for employment decisions, including data representation of across systems.
- Ability to manage confidential data and presents data findings to senior leadership
- Manage and lead projects and training efforts as assigned
