Job Summary:
This position partners with the Director of Human Resources to provide strategic leadership and operational oversight of the Talent Acquisition and Employment Department. The role advances the division’s mission by ensuring an effective talent management strategy that supports instructional quality and organizational excellence. Key responsibilities include guiding talent workforce planning, supporting with recruitment and selection process, and fostering positive candidate experiences and engagement. The position ensures compliance with all applicable federal, state, and local regulations, as well as division policies, and serves as the primary designee for the Director of Human Resources.
Essential Responsibilities Specific to this Job:
- Collaborate with the Director to implement division-wide human capital strategies that align with organizational goals.
- Lead strategic initiatives such as diversity recruitment, workforce analytics, and employee engagement programs to build leadership capacity and support succession planning.
- Assist in designing, executing, and monitoring the department’s Continuous Improvement Plan, ensuring alignment with division-wide priorities and the Human Capital Framework.
- Serve as a key advisor on human capital policy development and continuous improvement efforts.
- Oversee daily recruitment and staffing operations, ensuring equitable and timely hiring practices.
- Support the management of staffing plans and departmental budget to align resources with strategic priorities.
- Strengthen talent pipelines through partnerships with colleges, universities, and professional organizations.
- Co-lead onboarding and orientation programs to foster early engagement and improve retention.
- Support school-based and division leaders with interviewing and selecting highly qualified candidates.
- Manage and evaluate supervisory staff responsible for certified employment, certified staffing, and compliance functions.
- Ensure accurate personnel records management and adherence to federal, state, and local regulations.
- Develop systems for data collection and reporting to forecast employment needs and inform strategic short and long-term objectives for the Talent Acquisition and Employment Department.
- Provide guidance to administrators on employee relations, disciplinary procedures, and policy interpretation.
- Support grievance investigations and documentation, escalating complex cases to the Director as needed.
- Participate in collective bargaining preparation and serve as a resource during negotiations.
- Coordinate professional development opportunities for staff.
- Assist in designing and delivering division-wide training for administrators on human resource responsibilities.
- Support evaluation processes for departmental staff and monitor documentation for consistency and compliance across the division.
- Lead initiatives that promote a positive, inclusive workplace culture and enhance employee engagement.
- Analyze engagement data and recommend strategies to improve retention and overall employee satisfaction.
- Represent the department on cross-functional committees within the organization and in external partnerships.
- Act as the Director’s designee when needed, ensuring continuity of operations and decision-making.
Requirements
At minimum, candidates must hold a Master's Degree in Human Resources, public school administration, or related field with at least 5 years progressive responsibility in the Human Resources field. Professional and supervisory experience such as direct experience in exempt level Human Resources, school administration, and/or public administration is preferred.

- Knowledge of local, state, and federal agencies, laws, and regulations on matters relating to employment laws, school laws, and the School Division's human resource functions
- Knowledge of employee training and development, recruitment and retention, testing, and equal opportunity employment programs and documentation polices for human resources management
- Knowledge of principles of strategic planning tools for performance, data, and conflict management initiatives in compliance with established guidelines for the Human Resources Department
- Knowledge of principles and methods for educational leadership techniques for curriculum and budget development in a public-school environment
- Knowledge of departmental goals, objectives, policies, and operating procedures for human resources management
- Knowledge of Prince William County Public Schools policies and procedures
- Skills in performing a variety of duties, often changing from one task to another of a different nature
- Skills in developing and writing standardized operational procedures
